Bound together by a motley of treaties to main interdependence. Each city governs its own land and maintain trade agreements with other sovereign entities. The underlying law declares that each city remain non-aggressive to other cities. Border disputes are not infrequent and are usually settled by duels or agreed upon terms of skirmishes. Each city has a councilman who represents the interests of the state and may invoke the Prime Charter.
